Description: Migration of WCEI.net to MS-Azure from Expedient.

WCEI Dev - Scott Workman
Testing - Janene Brubaker, Diana
Before Migration Tasks:
Diana and Janene - UAT Testing complete and no errors found
@Mark Earl - ensure DNS TTL in 5-10 min range
@Mark Earl - verify that new website can accept traffic on www.wcei.net
Scott - Deploy Maintenance page to website at MS-Azure before migration begins.
Scott W. - verify if new files have been uploaded to expedient since migration started.
Procedure:
@Mark Earl Cut DNS. Point to Azure
Scott W. - Apply Maintenance Page at Expedient & take backup of DB
Scott W. - Transfer DB to Azure
@Gregory Putnam - Restore Database from Backup
Scott W. - Restore website in Azure, remove maintenance page with code deploy
